Josh Kay serves as vice president of Mashburn Construction, where he helps lead strategic growth, client experience, and community-focused development across the Grand Strand. Prior to joining Mashburn, Kay built a career in public and economic development leadership, serving as CEO of the Myrtle Beach Regional Economic Development Corporation, director of Economic Development for Santee Cooper, and as city manager for both Clinton, South Carolina, and Washington, North Carolina. He serves on the boards of the Conway Chamber of Commerce, United Way of Horry County, and Long Bay Theater, and is the current moderator for the deacons at First Presbyterian Church, Myrtle Beach. An alumnus of Presbyterian College, he earned his Bachelor of Science before completing a Master of Public Administration at the University of South Carolina.
